Closet Flange

Please assist. I removed all the linolium from my guest bath. Once I removed the toilet, I noticed that the metal flange was loose. I got a crobar and tried to lift it, but it would lift. So I decided to tap in down using a hammer and it is still loose. Is there something I can do to secure this on the existing concrete slab or does it need to be removed and replaced.

First thing you need to figure out is what exactly is moving. Is it the flange or the whole pipe and flange or is the flange 1/2 rusted out?
