Why would a tap leak from underneath?

why would this tap leak from underneath?
yes we checked the aerater and nothing is dribbling down the outside
probable Model: L4625 series
we bought an allen key and took of the top and made sure the grey thing was tight.(see tap bit below)

the tap has been there for 14 years, do these sealents dry up?

tried it, nothing leaked thru then or later, in case it took time to seep thru.

The faucet came with a gasket to install between it and the sink.

The cartridge can leak past the stem if it is worn out.

An inspection is needed to see the source of the leak.
I would just replace the faucet...it's easier and with better/quicker results.
