Is there a requirement that an electric range must have an exhaust hood or fan? Remodeling my kitchen and I'm moving the electric range to a new location. However an exhaust hood would look awful and in the way. Can I just use a ceiling fan with no hood? Or nothing at all? I thought about a down draft but there's no way to exhaust it out side the house. Any suggestions?

I think requirement is very location specific. I would say they are generally required, but do get omitted. I think a hood catches a lot more than you think and whatever is above your new stove is gonna suffer. You might want to try and rethink leaving out the hood. Sometimes you just need the right inspiration to find an idea that can work and look good. There are some fine ways to do these that look great, where you might otherwise think of leaving it out.
