Why dont you just call an electrician before you light yourself up or burn down
your home??

It seems pretty simple to figure this out.. I have a simple tester in my truck it cost me about 20 bucks..
So you put the probes to the two bare hot wires going into the heater and it will light up like a christmas tree telling you wether you have 120 volt of 220 or 240 volt coming to the water heater...

that might be a good place to start....
