    Suppose you dig down 12 inches, glue on a coupling, and glue a pipe into the coupling... The pipe would be whatever length you need to set the level.. I would put the cleanout at grade. I would take measurement notes to help me find it later. I painted mine instead of leaving it white.

    I don't think so. With plain wax, 1/16 would be enough clearance. Wobbling is not necessary from rocking on the closet flange. If it rocks on the closet flange, you have negative clearance, which is not good. It is normal to need shims to prevent rocking due to toilet bottoms and maybe floors...

    What is the hardness? Well water or city water? If city water, the resin may have degraded. You could compensate with the settings, but replacing the resin would restore the capacity.

    There is more than one size of 4 inch PVC pipe. If this is 4.500 inch OD, that would be schedule 40. Schedule 40 ID would be 4.026. There are also smaller OD sizes. Removing a glued fitting from schedule 40 pipe is possible, but that takes a special tool and skill. Digging down may be easier.

    Are you sure the leak is not from farther up than the plug? About the height of the O and the ® symbol, assuming the recessed plug is below that. Also, why a recessed plug? Maybe wrap a tissue or paper towel strip or cloth strip a bit above the bottom, and see if that gets wet.

    CFM or SCFM is the number that matters-- not PSI. You will not make use of high pressure. Your max pressure would be about 50 psi I would think.
