Default Toilet Problems

Bought a house and am renovating the bathroom. Gutted it out about 6 months ago, which included toilet. The toilet drain, from back of wall is 11" on center and there is a heating element behind there that is 2" (give or take) from the wall. That would give only 9" from the heating element to the center of the hole. I'm certain the previous toilet was an older one but they claim where we bought the toilet that they start at 10" and go to 12 or 14". Not sure what to do in this case.

They do make 10" rough toilets.
Some of those can be installed at 9-1/4"
