wiring for 2 homes, 1 pressure tank each, one cistern pump, one well pump, please

I am trying to figure out how to wire a system to provide water for 2 homes, each has a pressure tank, 1800 gal cistern installed between the houses with submersible pump installed inside, and one submersible well pump providing water to the cistern

Only one pressure tank is needed. The other could cause a problem as they won't fill at the same time/rate. With multiple houses cycling the pump on and off is a problem, but an extra tank doesn't help much. A Cycle Stop Valve will eliminate the excess cycling and make the second tank work as well, as multiple tanks will fill at the same time when using a Cycle Stop Valve.
