Does the NEC Code restrict the color of the insulation on wire within conduit?

Can I run three black #8 wires thru conduit and tape the ends of one wire RED for hot and another GREEN for ground?

Not sure about the ground...the others are okay as hot leads.

Yes, it does have some very specific codes about wire color.
For you, bottom line is unfortunately you must use wire of the correct color;
Neutrals = white or grey
Grounds = green or bare
Hots = almost anything else (typically black, red, or blue)
We are not allowed to re-identify ground and neutral wires smaller than #4. I will say, some inspectors will let it go for #6 or even #8.

With residential there is really no need at all to identify the other hot as red. Two blacks is FINE.
