Wilkins 975XL special tool

I need to install a repair kit on a Wilkins/Zurn 975XL 1/2 inch double check valve.

The documentation I have found says that it takes a 'special tool' to remove and install the seats for the two check valves. What kind of a 'special tool' is it? Is there something else that can be used to do the job?
