WATER HEATER OUTSIDE EXHAUST VERY LOUD

Hi everyone. I have a gas water heater that vents outside. The tank is about two feet away from the outside wall.
The piping raises about two feet from the top of the tank then straight out with an elbow pointing down (outside)
The exhaust outside sounds like a tank (very loud). I have been told there is nothing they can do as everything is
working fine however any ideas how I can muffle some of that sound so I do not wake up the neighbors at night.

Is this a powered direct vent with a blower or just a direct vent? Is it a new problem or always been this way? Have you checked the exhaust vent for debris? Critters might have made a nest inside the pipe. The outlet pipe should have a screen over it.

It doesn't sound right if you neighbor can hear it. Is the fan motor original?
