Washing machine cold water inlet screen

My washing machine cold water inlet screen keeps clogging with gray/white fibers and what appears to be plastic. It does not show up in any other aerators. It is only on the cold water side. I have attached a photo.

Not normal. Not any materials normally encountered in water piping.
We once came across a cloth rag that a repair plumber had used in an apartment-complex water main and forgot to remove.
Attach a garden hose and run it outside...perhaps into a large wire mesh colander or similar until it is fully flushed.

Same thing I thought a rag or anything plastic bag something in there. sometimes it takes blowing it back and forth Shut cold water feed to the water heater to keep the tank clear
