Very low water pressure

I have an older Goulds BF03S pump and just installed a Goulds V45 pressure tank inline. When I primed the pump, it only builds pressure to about 16 lbs. and no higher no matter how long the pump runs - and it stays running because the pressure switch doesn't cut it off. There are no leaks in any of the lines after the pump - not sure about before. I know there is the possibility of a leak before the pump letting air in, but I cannot find anything loose. When I shut the power off the pump, the pressure stays steady.

It looks like my options are to 1. run a new line to the water source (pond), or 2. rebuild the pump. Is there an option I'm not seeing?

Is this pump suitable to work with a pressure tank?

Any thoughts?
