Can I use a two-inch inlet electric shallow well water pump on an already installed one-inch PEX pipe into a cistern tank ...needing to raise the water about 15 feet to the level of the pump? What kind of extra wear problems would I see on the pump if used only very moderately?

A shallow well pump with a 2" inlet probably won't produce much pressure. A 1 1/4" inlet is more common. I don't understand what you mean by "raising the water about 15' to the level of the pump"? Are you trying to suck water up from a well with 1" Pex connected to the inlet of the pump?
