Toto Promenade II - Can I increase GPF and should I change any parts?

I'm a Toto fan and can't stand my existing toilets that came with the house. I just ordered a couple Toto Promenade II toilets but I'm concerned they are 1.28GPF and I have a herd of kids that two-flush on 1.28GPF toilets now. I have my own septic and well so I am not as concerned about green water conservation in my current rural environment where I own the aquifer. Two questions:

1.) Can I make the 1.28GPF flush more (e.g. 1.6GPF) to alleviate the repeated "two flush" behavior that occurs?

2.) Years ago this forum recommended swapping out Toto parts before initial install. Have they improved since then, or are there valves and flappers that should be immediately replaced with better product?

1.6 and 1.28 is a balancing act between the tank and bowl and it's mainly the design of the bowl. Just about everything is 1.28, however, the Promenade uses the tornado flush that should reduce double flush.

Found this on a search.
