Toilet pausing before filling

Hi everyone,

I just got a new toilet installed.
With the old toilet, after I flush, I could hear the tank being filled up immediately.
With this new one, after I flush, there's a silence for 2 seconds, and then the toilet tank starts filling up.
Is this OK? Or do I need to get the toilet fill valve replaced?

Don't some float valves put the float into a cup that drains out fairly slowly, introducing the delay on purpose?
