Is ths well configuration normal?

Is it normal to have the submersible pump below the casing? Any other comments? Here is what the invoice from my two year old well system says:

482 ft drilled at rate of $8.50 / ft
140 of Sch 40 steel casing @ 18.00 / ft
pressure grout as required
drive shoe
1 hp 5 gallon Aermotor Sub Pump
1 hp control box
455 ft 10/4 Sub wire
450 ft of 200 psi pipe
455 ft rope

etc...

Yes, if that is where the water is. Depending on the GPM the well produces, all of the water above the pump is storage that allows for more draw between recovery periods.

$8.50 per foot? It's $48 per foot here.
