How to change washers in a New Vintage style clawfoot tub hand held shower faucet

This may look simple but it is not to me. Right behind the faucet handles, I can unscrew the piece that looks to be hold in the handles to the fixture but the faucet will not pull out even when I turn it as far as i can. Is that not where the washers are located? Thanks.
