We have a new toilet. 
We replaced the old one becuase it was not flushing properly. We cleared the drain and found no problems. Put in new toilet and have the same problem. The toilet will flush if we add 2 qts of water to the bowl as we flush. When we do this we get a large rush of air or bubble come back into the bowl. Without doing this the water will eventually go down to seek its level. The tank is filling properly and everything else works like a charm. Any Ideas on what the problem might be?
