Can this window be repaired

Just discovered rain is leaking through this window into the garage below.I have a picture of the rotted rail after I began digging and drilling out the rotted wood. I was thinking of first sealing it and then applying an epoxy filler to repair before calling a pro to replace the rail.Am concerned about the bottom weatherseal and what to do about it.Any ideas?

Sealing and filling rotted wood does not saound to me like a good idea. So if you know the brand of the window, I would see about getting a new sash or at least replacing that rotted piece...and then figure out what had gone wrong to make this happen in the first place.
