Can I move this DWV drain pipe for the upstairs lav like I want to?

I need to have this drain pipe moved out of the way to get some headroom back for a new bathroom. I'm planning to build this in my half-basement (former) family room (now gutted). Please see the attached photos.

Is this ok per code? What is the best way? Should it go into a 2" pipe after the new 90 degree turn? Should it have a cleanout at the upstream end of the 2" pipe - right after the turn? Does it need any additional venting?

FYI - think I needed to simplify my question. This is a second post I created. I will keep the other for my background info & longer-term postings.
