    How to remove well cap

    Any idea how to remove this well cap? The four stainless bolts do not expand the seal. Idk what the center bolt goes to, but I loosened it 2 turns and can pound the top half of the seal half an inch in any direction with quite a bit of resistance. I tried to pry the top half off with no success...
