I have noticed that o my Toto drake and entrada toilets that if the lever is not pushed down all the way and held momentarily the water spot does not refill fully.
Is standard flush procedure to make sure the lever is held all the way down ?
They flush very well with even a lazy push.

Toto all the way, have ours a few months now and there is no comparison.
Only issue is sometimes with big loads the powerful flushing out causes skid marks as the load moves out, lol.
As suspected, the line was clogged further down, snaked and all is well now.
Aav was still put in there is a kitchen drain further down the line and no vent until after there.
Line is also under sized at 1.5" which i am unable to do anything about.

I ran some tests tonight with a pressure gauge, both with the water heater on and off.
The heater is not the problem as the pressure creeped up to max on the gauge.
Good thing is that the mains is split into two -
one for a tank supply which feeds a pump in case water mains supply is off...
