What fitting is this? What is its name ?

I think it is dripping water at the top side of the elbow

If I understand correctly the elbow can be replaced by removing the two blue rings
I vaguely remember seeing somewhere a recommendation to cut off a short piece of the pipe where the dripping occurs and to reinsert it
I am afraid to keep cutting that pipe again and again, I think I have done it once before. Is that something that could solve the problem ?
However I would like to replace that elbow since it might have an issue by itself ...what part am I looking for ?

The blue ring is available as a separate part. No reason not to reuse the blue rings you have.
