Water hammer?????????

Greetings,

I have a friend with an unusual problem. I posted in the water heater forum and I thought I would try over here too.

New construction-Water lines not crossed(checked three times) inlet house pressure is 45 pounds. 28 foot rise to tankless water heater. When the Toto Aquia II toilet flushes (either button) the water heater comes on. The toilet is on the main floor. The plumbing sub says the house pressure is to low and my friend suspects water hammer. One poster thinks the water heater pressure switch is to sensitive. I'm baffled that the water heater could care less about inlet pressure fluctuations. Anyone have any theory's?
