Navien water pressure too high

Good morning,
I have been troubleshooting a problem for awhile now and looking for advice. I have a navien ch180 on natural gas that I use to heat my garage and run hot water to a commercial sink. The heating system works great, but when I turn on the hot water, the pressure builds above 56.6 for longer than 3 seconds and it shuts down with error code e11 on the remote and SEE on the main display. I've replaced the water pressure sensor, put a regulator upstream of the incoming water at 45psi, and checked to make sure the expansion tank is appropriately sized and not damaged. Any advice on how to get this error to stop coming up? Thanks in advance!
