Moen Shower Faucet flow question

I have a Adler Moen shower faucet. I just replaced the cartridge and set the scald guard to 12 o'clock (hopefully off). We have not been getting super hot water even though the DHW is set to 140.

Thinking to test my scald settings, I left the cold water intake valve turned off and just turned my hot water back on. All I got was a trickle even when the faucet was turned all the way around to hot facing 9 o'clock. When I turn the cold water back on, I get a full flow for both hot and cold. I am not however getting the hot water to the level I would like it to be.

Any ideas of what is wrong or what I should do?
