Does the stack vent count as a vent for the toilet since it’s within 4’? Or do the upstream fixtures kill the vent ?

It depends on what that 2" pipe is doing on the Run of the wye. Is that going up to a bathroom sink, tub/shower that is vented using proper horizontal venting? Then yes, it would be vented.

It looks like that stack connection is a double wye for use in back to back toilet scenarios. which typically dont work for venting, but since toilets don't rely on venting as a means of trap seal maintenance it does work as venting and cross flow.

Agree the 2 inch is key to this issue the w/c wouldn't be a problem however if the 2 inch is simply a trap arm for a tub or shower and not a wet vet vent then its a no go.

It’s a shower line that does jump up but is vented off of a tee in the wall
