Is this a broken handle?

Hi. Can anyone tell me what's happening here? I have not seen it in person, but I need to go over and fix it for my friend and like to go prepared. Does it look broken or just a loose handle that has come off? Thanks in advance.

from that single photo, my vote is broken stem of the cartridge. Handles don't typically break.

The top of the stem broke off and is stuck in the handle.

It's difficult with only one photo. It looks like one of the Moen valves.
