Chlorine injection system, but no chlorine detected

Is any chlorine showing up after the filter acceptable
Since carbon is used to remove chlorine from the water supply, any amount detected after the carbon filter, would seem to imply the incoming chlorine level is higher than the carbon can remove at that flow rate, or that the carbon is no longer working.
