New neighbor inherited this. Installed in 1999 , former owner was not into maintenance. The tank looks too full, the discharge empties on to the driveway.

So any recommendations. The manual states it has a chlorine taste and odor filter, I assume they mean some type of charcoal embedded in the resin?

Would you recommend they attempt to replace the resin and repair the standing water issue and fix the discharge so it empties into the sewer? Isn't that required now? Or time to retire it?

The previous owner also told them they have this "Softron Magnetic fluid conditioner Model 1200?" I only see some large magnets on the incoming supply, pretty sure it's BS

Any advice is helpful,
