    I don't currently have an expansion tank. House built in '78 and the last time they replaced the water heater (before I bought the house) they didn't bother to add one. So should I try the expansion tank first then a new PRV?

    This is true. My only experience with a similar situation is with irrigation PVC but in that case I've always been able to dig back more dirt to get the flex I need out of the pipe. I do realize the Fernco isn't ideal but the typical no hub couplings are only wide enough to cover about an inch...
