wrong action- water valve

The water valve in my water heater is supposed to work with gas cock to control the gas and water flow proportionally. Normally, more water should mean more gas, higher flame. In fact it does the contrary. When I manually increase the water flow the flame reduces.
See picture below for better understanding of my question.

Thanks. I will try to find a solution or , meanwhile, a compromise between water flow a acceptable temperature.
