Why does hot water stop running when cold runs?

Just recently our hot water completely stops running if a toilet flushes or any other cold water is running.

We also get an occasional “sputter” of water when we turn the faucet on.

Any advice?

What is your water pressure during those times?

Do you have your own well?

Water pressure seems fine. What’s strange is shower is a normal mix of hot & cold, but in kitchen or bathrooms a running toilet will stop hot water from running completely.

We are on city water.
