Where can I tie a 4" branch sewer line in my front yard?

I'm putting in a drain to an auxiliary building. In my front yard I've got one of those double cleanout things (looks like a U where the upper cleanout is for going toward the street and the lower cleanout is for going toward the house). I'd like to tie into this line somewhere. I'm wondering which of these options are available (this will be inspected)
1. Tie my branch in to one of the cleanouts themselves somewhere between the bottom of the U and grade (the bottom of the U is approximately 3-1/2' below grade)
2. Tie in below the U (i.e. between the U and the street).
3. Tie in above the U (i.e. between the U and the house).

Ok, thanks! So I can tie in to the section between the street and the U clean outs? I was worried that section was protected and if I tied in below that I would have to create a new set of cleanouts farther down toward the street.
