What's the best way to cut johnny bolts?

I'm replacing a toilet, and last time I did this it took me longer than I expected to cut the bolts with a hacksaw in an awkward position on the floor. Since the toilet is in a corner, i don't think I could use 2 foot bolt cutters on the side by the wall. Is there some kind of compound bolt cutter that is shorter? The sawzall seems like it might be risky in a small space it could damage the bowl. Should I measure and cut the bolts before installing the toilet?

I also have this with my tools. If I cut the bolt a bit on one side, that allows an easier twist back and forth to snap the bolt. I don't bother cutting the bolt all the way through.
