That's a huge difference, like apples to grapes. Why isn't this a popular model being sold in residential, given that potential? Expensive to operate?

It is not popular because it is expensive to purchase and it needs a larger flue than the standard 30 and 40, and some 50, gallon models. It also depends on a mechanical device to deliver a safe temperature, and any mechanical device WILL fail after a period of time. A 30 gallon gas water heater is marginally effective, a 30 gallon electric one is completely useless except for a single person living in an efficiency apartment. Gas heaters will reheat a certain amount of water fairly rapidly. Electric ones take a lot longer to reheat that same amount of water.
