What plumbing tool is this? Pipe beveler /cutter?

Found this tool today and have no idea what it is. I was thinking its a Pipe beveler /cutter. If anyone knows anything about it the advise would be greatly appreciated. (make and model)?

It looks like a "fly cutter" and possible used to make round flat gaskets, or possibly some kind of hole saw. It would be nice to be able to hold it in our hands and see how it functions.

My wild guess is that it is assembled inside out and is for de-burring the inside of pipes after cutting... Probably wrong ;)
