This is the cap covering the drain that I am supposed to use for my water heater. But I can’t get it out. I have removed all of the screws from the flange, but the white part still won’t come out. Help

There is no trap beneath that toilet drain. The center part is designed to be hit with a hammer to break it out after you're ready to install a toilet and after the plumbing has been tested. Opening it up will be like a direct link to the sewer...not suitable for a drain, only a toilet.

Actually, there is a trap under that drain. And thank you for telling me how to open it up. I really appreciate it!

You can see the trap in this photo taken from underneath in the garage. The water heater is for an apartment that is above the garage. The drain in question is the one in the foreground.

So much for using the right tool for the proper job...

A toilet drain is not trapped, and most of the time, when you see one, it is expected to be an actual toilet drain...oh well.
