Weird Kitchen Drain Setup

Hello! Hoping to get a little guidance here. The attached picture shows how the kitchen drain was setup. It was a double sink with 2 P traps draining to the horizontal run (with the rag hanging out). Then it went down to drain. Can I cut all of this out and have a standard garbage disposal drain setup with dishwasher draining to garbage disposal with air gap loop or is there a reason for this odd configuration that I might be overlooking? I would cut that out and start over with the disposal and air-gap handling the dishwasher. You will need an AAV for venting.

What you have looks like a start of an Island Vent, but if the "vent" portion is spray foamed shut, it's not doing anything.
An Island Vent would have the vent go back to a wall and upward.

If you don't have a way to vent through the roof, you would add an AAV above the trap arm. At least four inches higher.
