Water Meter Size

Our city charges extra for 1" meters. Currently have a 1" water meter with a 1"city inlet and 1" main line to house with 40 lbs pressure & 12 gpm. If I change to a 3/4" meter I could cut my water bill almost $75 per month. How would the change affect the gpm and pressure?

Not much for household use. I would save the $75. Inch or 1-1/4 pipe after the meter is not a waste. The pressure drops add -- it is not the narrowest part that determines throughput.

With only 40 psi of static pressure, I guess you would like to lose as little pressure as practical.

The pressure is the same no matter how large or small the meter, that is just fluid dynamics simplicity.
Flow is affected by pressure drop from friction, but a 1" main should be good for a typical three bathroom home that doesn't need a lot of simultaneous fixture use. 40 PSI is pretty poor pressure.
