Water Heater Sediment after drain

Strange rust in tub about clean drain of water heater.
Louisiana
Water heater in attic, single story house

Turned inlet water valve off.
Released PSV to vent air to drain.
Open and Drained water heater
Drain Hose on screen. No sediment anything.
After all drained I turn inlet water valve on then on and off few time flushed etc.
No sediment anything.
I pull flex anode rod I install 3+- yrs. ago. Its 60%+ gone.

While filling with several hot water taps open in house a fair about of rust came out into the bath tub.
Tub is very close water heater
Approx. 1 cup of powered rust sediment in tub.
PSV may have been open during some of the filling....can't remember.

How could rust go to Top of tank hot water outlet etc.????

Thanks ahead time for tips etc.
