Water heater in outdoor enclosure

Is this indoor electric water heater in a sufficient outdoor enclosure. It feels sturdy but there’s no flashing, And loosely lines up with the wall and Raised foundation, like it semi indoors. Any input or thoughts would be greatly appreciated. To code? It seems to be pretty common with these duplexes, that doesn’t always mean it’s done correctly or the best way

Was a permit pulled? It looks like this is a brand new water heater. An inspector would have to make the determination since out door enclosures are more local code. If the outdoor enclosure was factory made for use in wet locations, may have a UL approval for damp locations, etc., you would be OK. As of now the electrical connection on top and the front access panels to the thermostats and heating elements must be kept dry. This outdoor enclosure is three sided, the back is open and a back panel or forth panel is available.
