Water hammer when water running

The house is a one story slab on grade 21 yrs old.
Water heater is electric, I cleaned, flushed,replaced anode, expansion tank, elements and sucked up the sludge in the bottom of the tank.
Heating elements are side mounted through tank at approx. 1' above bottom of tank the second set about 2' from first element.
Replaced anode.
Hammer occurs when water is running e.g. filling washing machine, toilet does matter hot or cold either one does it.

Do you have city water feeding into a PRV (pressure reducing valve)?

Does the water appear to pulse in volume when this happens? A true water hammer happens when the moving flow of water gets stopped suddenly. On a valve, if it has a loose or damaged washer, that washer can chatter creating a hammering sound. The more common situation is when a quick acting valve shuts off. It could also happen if there's some debris in the line that is moving back and forth, partially blocking the flow.

Is the hammer noise a new problem after you cleaned and flushed the WH? Is the expansion tank set to the correct pressure? Was it flushed or was it replaced?

noise was there before I cleaned the tank. Expansion tank was replaced, brought at Home Depot it's set at factory.

does not pulse it seems that the hammering is in the tank, only occurs when water is flowing.

PRV is the probable cause. In order, you can try adjusting it up or down. You can try cleaning the filter. You can try rebuilding it. You can replace it.

If changing the pressure setting changes or get rid of the sound, the PRV is the culprit.

As John Gayewski mentioned in post #2, make sure you don't have any valves only partly open. Go around and make sure all the angle stops under the sinks are fully open, Check the angle stops at toilets etc. Open all water valves fully. Usually something simple like that causing the problem.
