Water coming into basement around the sewer drain

Last year I had my clay sewer drain replaced with PVC from the inside out to the street. Now, when it rains heavy, water comes in the basement from around the PVC where it exits the home (about 4 ft. below grade). I called the plumber back, he dug up the exterior and supposedly used hydraulic cement to patch it up. However it is still leaking. I really don't want this guy to come back again since I don't trust that he knows what he's doing. So I dug up the exterior again, and I'm looking at the drain pipe and I can stick my screwdriver all the way into the crevice one once side of the drain! I can't see this crevice from the inside because he covered the inside drain in a pile of cement! So, what's the best cure here now that I have it opened on the outside? try the hydraulic cement again? Attempt to do it myself or hire a mason or plumber?? He also didn't install a sleeve around the pvc, it's just the drain pipe plumbed through the cinder block wall. The home is 100 years old.

PVC expands and contracts a lot with changes in temperature, so you need a sealant that has the ability to flex a bit.
