Water Between Tub Liner and Old Bathtub…

I tried to get the water out from between the tub liner and the old bathtub by removing the drain and squishing the floor of the liner down so the water would run back down the old drain hole. But that did not work because there appears to be an insert of white silicone between the liner and the old tub which appears to be impeding the water flow back down the drain. Should I remove that silicone or rubber insert or plug or whatever it is to allow the water to drain? Or is that a mistake? Thanks!
 
It’s just silicone seal they sandwiched between bottom of the new liner and the old tub at the drain opening. This is what’s stopping the water from flowing out. So I will just pull it out and let the water drain. I’ll put in some putty afterwards instead of silicone.
