Washer Shutoff Valve remains closed

A couple of weeks ago, I replaced the spindle assembly of our Samsung clothes washer because it cracked. Now, it is ready to be hooked back and tested, however, to my surprise, there is no water coming out from the cold water hose. I disconnected the hose from the valve and still now water coming out from the valve, so it sounds like it's time to replace the shutoff valves. The valves were working fine before I repaired our washer, it is a 17 yr. old house.

So my question is, before I replace the shutoff valves, our house has a cold water outlet(faucet) used for our garden hose outside the house, can I temporarily hook up a longer hose to the outside water outlet(faucet) and hook it up to the washer?

Has anyone done this?

Thank you for the reply. I'll try moving the lever around after applying penetrating oil, maybe this will free up gunk or other elements which made the valve stuck, the valves have not been moved for 8 yrs., I'll update you tomorrow.
