Have set foam pad suggested by @Terry and on top of it metal pan ..but I can not lift this heater myself ..so how do I put it on the pan(pad) without damaging pan.
    I found this -

But it looks easy ..not easy to do because of lack of space here I have..

I think the plan would be to load up the hand truck where you do have space, and then wheel the WH on the pan, upright, to its destination.

A ratchet strap holding the WH to the hand truck may be useful.

4 -2x4s 12" long, 1 - 20" 2 x4, 3 /4 nipple, 3/4" cap, ratchet strap, 1/4" screw thread eye hook. 20" 2 x 4 screw across floor joists above heater. Drill 1/4" hole in cap, install eye hook, screw nipple and cap into hot or cold ,wrap strap round 2 x4 set heater on 2- 12" 2 x4 ,set other two in pan slide heater on 2x4 in pan ratchet heater up pull boards out. small cable come a long would work better.
