Wall hung toilet not getting a siphon when flushing

I've got a wall hung toilet with a 3" horizontal run of about 4' before connecting to the stack and has a vent at 2' from the toilet. When flushing,
it gets a good rush of water, but the water level in the bowl does not rise very much. It rushes out almost as quickly as it goes in. It does not get a good siphon to pull all the water and toilet paper out. The toilet paper just rolls in the bottom portion of the bowl. It takes 2 or 3 full flushes to clear the bowl. I'm wondering if the horizontal run is just letting the water rush out without creating a good siphon to empty the bowl.
 
Is the siphon jet in the bowl plugged? The siphon jet is the small hole at the bottom of the bowl that shoots water up into the trapway. If it's plugged with minerals, the bowl will not drain appropriately. To unplug it, just take a small screw driver and scrape out the lime/calcium from the jet and it should flush good as new.

The siphon jet is likely plugged
