Wall hung boiler and outside sensor

Do most wall hung boilers fluctuate on btu/ firing rate. I have it hooked up to an outside sensor. Boiler runs 24/7(does not stop) and is not reaching temperature. If I disable the outside sensors will it fire at a higher rate?

On a cold start my primary loop goes from 80 to 130 withen 20 minutes then takes hours where to peak at 155. By then my secondary supply peaks at 135. Boiler fires continously 24/7. I feel like the boilers are not firing at a high enough temp
