Venting problem in Winter only?

We have an ejector pump in the basement and the venting pipe comes out of the basement concrete wall and goes up the outside of the house.
In winter, this smells every morning, there seems to be a negative pressure/stack effect in the house as the chimney is also on the outside wall and a draft comes in.
As soon as spring comes round/summer, the basin smell stops so it seems like the venting works correctly again even with all doors closed.
Is it possible that having the pipe on the outside would prevent venting from happening? Was wondering of the pipe should be relocated on the inside walls and go out the roof?
Are there any other ways to solve this venting issue?

In cold areas, the vent is required to be increased in size before going through the roof. If you run 2 inch through the roof, water vapor can condense and form ice on the inside of the pipe.

At the moment, it's not even through the roof, it exits at basement level then goes up outside the house to roof level.

The humid air could form the ice over the whole cold length.

So, I should make it 3" and put the pipe up through middle of house and out the roof?
Common would be 2 inch to the attic, and bigger through the roof and below the roof for some distance. Try this search in a search engine: cold plumbing vent roof freezing

It would be best to move the vent to the interior of the house, it can stay 2" and only needs to increase to 3" before you penetrate the roof. You would cut a 30" piece of 3" pvc with 15" above the roof line and 15 inches blow the roof in you attic.

Is it best to drill a 3.25" hole in the top plate and bottom plate between floors or are notches preferred?
